Prison ships or hulks have been used for centuries to house prisoners of war and those awaiting despatch to prison colonies. Nowadays some are in use either as a solution to prison overcrowding or for extra security, although cost and political difficulty surrounds the issue. Currently, the largest operational prison ship facility is the 870-bed New York City Prison Barge, The Vernon C Bain Centre, situated on the East River. This forms part of the Rikers Island jail complex, cost US$ 161 million to build and has been in New York since 1992.
