Osama bin Laden, the terrorist leader of Al-Qaeda, has been on the FBI top ten wanted list since 1999 with a price of US$25 million (£17.5 million) on his head.  In July 2008, with fears growing that Al-Qaeda had rebuilt its power to its strongest since before the terror attacks on 11 September 2001 in New York and Washington, the US Senate voted to double the reward for the death or capture of Osama bin Laden to US$50 million (£35 million) under the Rewards for Justice Programme.
