Barnes announced his retirement from refereeing following the final of the 2023 Rugby World Cup between South Africa and New Zealand, during which he produced the first-ever red card in a men’s final, to New Zealand captain Sam Cane. Over the course of 17 years, Barnes officiated at five World Cups, overseeing a record 27 games. His 26 Six Nations games is also a record. He made his international debut at the 2006 Pacific 5 Nations tournament, refereeing Fiji’s 23–20 win over Samoa.
