According to data collected by the United Nations Office on Drugs and Crime for 2014, the country with the highest number of kidnappings per 100,000 people is Lebanon, with 18.371. In second place is Belgium with 9.959, while third was Luxembourg on 9.343. A number of countries recorded a rate of absolutely zero: Estonia, Holy See (Vatican City), Liechtenstein, Macao Special Administrative Region of China, Malta, Mongolia and Montenegro. For the UK, the figure was 3.833.
The data are based on numbers of police-reported incidents. The UNODC defines kidnapping to mean unlawfully detaining a person or persons against their will (including through the use of force, threat, fraud or enticement) for the purpose of demanding for their liberation an illicit gain or any other economic gain or other material benefit, or in order to oblige someone to do or not to do something. It excludes disputes over child custody.
