The longest penalty shootout at the FIFA World Cup is 12 penalties, achieved by West Germany and France in Seville, Spain, on 8 July 1982; and equalled by Romania and Sweden in Stanford, California, USA, on 10 July 1994.
West Germany and France took a combined total of 12 spot-kicks before their 1982 semi-final was settled in the Germans’ favour, 5–4. Both sides missed one apiece before French right-back Maxime Bossis saw his penalty saved by Harald Schumacher. This record was equalled at the 1994 FIFA World Cup, when Sweden and Romania needed 12 penalties to decide their quarter-final shootout, with Sweden winning out 5–4.
