The smallest de jure capital city is Plymouth, the capital of the British Overseas Territory of Montserrat. Since the devastating eruption of the Soufrière Hills volcano, which began in July 1995, the city has been entirely abandoned, half buried by mudslides and pyroclastic flows. Today the ghost capital sits within the exclusion zone around the volcano, while the administration of the island and its small remaining population is done from the small town of Brades, located on the northern coast. The government has not, as of June 2025, changed the nation's legal capital, however.
