According to the United Nations' World Urbanization Prospects 2018, the title of least urbanized country is jointly held by two pacific island nations: Tokelau and the Wallis and Futuna Islands, neither of which have any settlements large enough to meet the UN's definition of an urban agglomeration. This means they have a 100% rural population.
The next country on the list is the volcano-blasted island nation of Montserrat, where 5% of the country's population live in the de-facto capital city, Brades (which is also the smallest capital city). The next country on the list, and the first one to have a population large enough (around 10 million people) that it could reasonably be expected to have a city in it, is the African nation of Burundi (which also has the lowest GDP per capita). There, only 13% of the population live in urban settings.
