The attempt was organized during the 'Bali-Yatra' (Bali-Voyage) festival held annually in Cuttack, Odisha, India. It is considered to be one of Asia's largest open trade fair and has its roots in history and tradition. Years ago, merchants would set sail from the current region of Odisha to distant shores of Bali and Indonesia. To commemorate this voyage, people would gather along sea shores and river banks to set afloat miniature boats made from paper and banana leaves. During the attempt, participants, mainly school children, made origami paper boats in honor of this ancient tradition.
