The US Federal Emergency Management Agency (FEMA) has an ingenious way of predicting the extent of disaster recovery required after a storm. The term "Waffle House Index" was coined by FEMA Administrator Craig Fugate following the Joplin tornado in Missouri, USA, which occurred on 22 May 2011, when the two Waffle House restaurants in Joplin remained open. It uses a traffic light system to predict the extent of severe weather. Green: full menu is available in the Waffle House restaurant. Implication: there is limited damage and the restaurant has power. Yellow: limited menu is available in the Waffle House restaurant. Implication: restaurant may be without power or running on a generator and/or food supplies may be low. Red: Waffle House restaurant is closed. Implication: likely severe damage.
