Mitchell was attempting the record with 38. The rules for his official attempt were simple

The walker must remain the same throughout the walk as must the dogs

Additional dogs cannot be able to be able. after the walk has begun, the walk must be at least one kilometre or 0.6 miles long

And the dogs must remain on their leads throughout the attempt. And they've done it. Mitchell completed the walk with 38 dogs all still on their leads
