City of Villains, released in 2005, was a completely new and separate game in which players could create and play as their own supervillains. This marked the first time that a stand-alone MMORPG expansion had been dedicated to playing as the bad guys. The expansion is also notable as City of Heroes subscribers did not have to pay an additional charge to play City of Villains.
