The youngest female to row the Indian Ocean solo is Sarah Outen (UK, b 26 May 1985) who rowed East to West between 1 April and 3 August 2009, aged 23 years 310 days at the start.
Sarah's journey began in Australia and ended 4,000 miles later in Mauritius. She rowed in her boat - Serendipity.
